QualitEE Publishes New Procurement Handbook for Energy Efficiency Services

The QualitEE project has published a new procurement handbook for energy efficiency services (EES) which aims to provide guidance for public and private clients and facilitators, as well as energy service providers.
The handbook aims to improve the knowledge of EES stakeholders by providing:
- An overview of the best practice procurement approaches for EES, covering the relevant legislation, recommended procurement procedures and evaluation methodology for public sector organisations.
- Detailed advice on the application of technical quality criteria within the procurement phase of a project – this can be used as technical specification or award criteria in Energy Performance Contracting (EPC) and Energy Supply Contracting (ESC) procurement.
- Examples of procurement practices for EES that are currently in use across Europe.
